In 1974, Skaggs gave birth to his own production company, Omstar Productions, on the Sam Goldwyn Studio lot. Omstar grew internationally, encompassing a motion picture division, a television division and a commercial and industrial division, producing both commercial and government films. It is here, through his association with the motion picture industry, that Skaggs began his involvement in worldwide environmental issues, and, through filmmaking, he has been able to address many environmental problems that promote environmental causes. For example, as the producer of the environmental film in 1976 "Bill and Sara's Treasure Chest," he depicted the importance of recycling, and showed how industry and the environmental community could work together. He won the Virgin Island International Film Festival award for this film.

Victoria is currently in pre-production on the award winning script "Whisper - The Silver Lady" that she co wrote with her brother, Marc Johnson. She and Marc are also in pre-production on their mini series on California history and both the film and miniseries will be offered on the new Omstar Environmental Channel. She began her association with the film industry while working as the production accountant for the film Echo Park produced by Walter Shenson and she subsequently rendered accounting services to several well known actors working in other productions, including those referred to her by Shenson. She created, executive produced and financed events commemorating the anniversaries of the Apollo lunar misisions, working with Bill York of Dream Maker Productions. As part of these events, which were attended by VIP's and celebrities including astronauts, top NASA officials, governmental officials including Vice President Gore and Hollywood talent, she personally funded and produced commemorative films which were privately distributed. Her interest in owning and restoring antique and classic cars led her to invite Richard Skaggs to bring one of his cars to a private tour she organized in Napa CA. Richard introduced her to the Omstar product; and, during the tour, their use of the product in a field test reduced emissions from these early cars by over 80%. Victoria then joined Richard in working to save antique and classic cars from California legislation intending to have them taken out of service and destroyed. She has continued her work in this environmental fight and is working to help broaden the use of this patented technology by businesses and governments worldwide.
